Longer answer: I assume this is in reference to the In-Vision commentary [ gifs post here including a link to the videos ] where David, along with writer/showrunner Russell T. Davies and producer Phil Collinson were talking about the episode, and RTD said the kiss was unscripted (and David played along). That was a very much tongue-in-check comment.
RTD has said, in various commentaries and interviews, that he liked having a kiss in certain episodes because that’s what got them covered in the papers - and being in the papers (back then at least) is what got viewers to tune in in bigger numbers.
I do love those Doctor Who commentary tracks though (especially when there’s some combination of David, Russell, Phil, Julie, Billie, Catherine, Freema, etc on the track - and it’s even better when you get more than one of them together, because it’s clear that they loved that show so much, and it’s fun to listen to them)
